Water Comes Out A Long Way From Where It Gets In
Water entering under a lifted lap does not fall straight down. It runs along a batten, tracks down a rafter, follows a conduit or a downlight, and drops through the plaster metres away from the actual hole.
That is why the obvious approach fails. Somebody gets on the roof, looks at whatever sits above the stain, seals the nearest suspicious thing, and it holds until the next real downpour.
On a cut up Melbourne roof with several valleys, penetrations and wall junctions, there can easily be half a dozen candidates for a single stain. Guessing works out about one time in six.

Find It First, Then Quote The Fix
We start inside with a thermal camera. Moisture held in plaster and insulation reads at a different temperature to the material around it, so the wet area maps out far more accurately than a visible stain ever will.
That tells us where the water is collecting. Then we get in the roof space where there is access, and up on the roof, and work uphill from there to find the likely entry points.
To confirm it we hose test the roof in sections, starting low and working up, until the leak reproduces. At that point we know exactly what failed and can quote a fix that will actually hold.

Where there is a manhole and safe access, yes, because tracing the water path from underneath is often the quickest route to the source. On roofs with no access we work from the thermal imaging and testing instead.
